不见得 is used when the speaker is not convinced that something is true. It often softens disagreement, so it is useful in daily conversation. It is not the same as 不; 不 gives a direct negative, while 不见得 leaves room for uncertainty. Compared with 未必, 不见得 is more conversational and often sounds less formal.
