Read the sample sentence and notice how 非但不……反倒…… works in the frame: 非但不 A，反倒 B.
The first part must contain a negative idea, often 没有 or 不. 反倒 introduces the surprising opposite. Compared with 反而, 反倒 can sound slightly more colloquial or vivid but still works in advanced writing.
