在...情况下 introduces a condition, limitation, or situation. A can be positive, negative, or neutral, such as 时间不够, 没有网络, 大家同意. The second clause says what happens or should happen under that condition. Do not confuse it with 在...过程中, which emphasizes a process rather than a condition.
