作为...来说 is used when the following statement is evaluated from a particular role, group, or identity. A is usually a person, role, group, or field, not a random object. The phrase often starts the sentence. Do not use it for a direct job description like 我作为老师教中文; in that case, 作为 means “as” and 来说 is not needed. Compared with 对A来说, 作为A来说 emphasizes the role or identity more strongly.
