把...看作... uses the 把 construction to show a judgement or attitude toward a definite object. A is the object being interpreted, and B is the category, meaning, or value given to it. It is close to 把...看成..., but 看作 often sounds a little more written or reflective. Do not use it for physical seeing; 看作 means “regard as,” not 看见.
