至多 means “at most.” It gives an upper limit; the actual amount may be lower.

至多 is used before quantities, time, or capacity to show the maximum. It is more formal than 最多. Do not confuse it with 至少, which gives the lower limit. 至多十分钟 means ten minutes or less, not ten minutes or more.
