在 A 看来 means “in A’s view.” It introduces whose opinion the following statement represents.

Explication

在...看来 is used with people, groups, or institutions whose view is being reported. It is natural for opinions, judgements, and evaluations. Do not say 对...看来. Compared with 依我看, 在我看来 is more neutral and can be used for oneself or others.
