借 A 之机 means “taking the opportunity of A.” It is formal and often used in speeches, notices, and polite statements.

Explication

借...之机 introduces an occasion that the speaker uses to do another action, such as thanking, announcing, explaining, or sending wishes. A is usually an event, meeting, festival, training, or visit. It is not the same as 通过, which introduces a method.
