尽管如此 means “even so.” It refers back to the previous situation and introduces a contrasting result.

Explication

Use 尽管如此 after a previous sentence or clause has already stated the difficulty, limitation, or opposing fact. It is not used to introduce the condition itself. The following clause often contains 还是, 仍然, or 也.
