就 A 来看 means “judging from A.” It gives an evaluation based on a specific angle or evidence.

Explication

This pattern is useful when the conclusion is limited to one perspective, such as data, feedback, effect, or current situation. Do not say 对...来看. Compared with 就...来说, 来看 stresses judgement from evidence or angle.
