关于 is topic-oriented and neutral. It does not necessarily imply a standpoint, a solution, or a contrast. Compared with 针对, 关于 is less action-focused. Compared with 至于, 关于 usually introduces a normal topic; 至于 often shifts to another topic or leaves it for separate treatment.
