多达 means “as many as.” It emphasizes a large number, usually countable people or items.

多达 is used before numbers to stress that the quantity is large or exceeds expectation. It is most natural with counts such as 人数, 数量, 例句, 订单. Do not use 高达 for ordinary countable quantities unless the noun is a level, rate, price, or height-like measure. 高达 is better for high values or levels.
