除了 + Noun + 以外，Rest + 都/还/也...: 除了...以外 means 'except for...' or 'besides...' The rest of the sentence tells what happens to everyone or everything outside that item.
除了...以外 can exclude one item from a group or add one item beyond a group. At HSK2, the most common use is exclusion with 都: 除了他以外，大家都来了. It can also mean 'besides' with 还/也: 除了中文以外，我还学英语. Watch the words after it: 都 often signals 'everyone/everything else,' while 还/也 signals addition.
