以...为主 describes what is primary in a group, plan, course, restaurant, activity, or composition. A is the main part, not necessarily the only part. It is different from 只有, which means “only.” Do not use it if there is no clear main component. Compared with 主要是, 以...为主 is more structured and often used in descriptions and plans.
