除非……否则…… means “unless..., otherwise....” The first clause gives the only condition that can avoid the result in the second clause.

Use 除非……否则…… when there is one necessary condition. If that condition is not met, the result after 否则 will happen. 否则 can often be translated as “otherwise.” Do not use 除非 for ordinary “if”; use 如果 for normal conditions. The first clause after 除非 is usually positive: 除非你来，否则我不去. Avoid saying 除非不 unless the logic is very clear.
