Read the sample sentence and notice how 不是不……而是…… works in the frame: 不是不 A,而是 B.
不是不...而是... is used to correct a possible misunderstanding. The first part denies a negative assumption, and the second part gives the real reason, situation, or focus. Because it contains double negation, the first part usually means “it is not that I do not...” Do not drop 不 after 不是 if you want this exact meaning. Compared with 不是A而是B, this pattern specifically denies “not doing/not being willing/not knowing.”
