与此同时 means “at the same time.” It connects two simultaneous actions, trends, or aspects.

Explanation

Use 与此同时 to add a parallel development, not an opposite reversal. It is common in reports and formal narration. Compared with 同时, 与此同时 more explicitly refers back to the previous situation.
