通过...来... connects a method with a purpose. A is usually an action, activity, channel, or process, and B is the intended result. The 来 before B highlights purpose and can sometimes be omitted in shorter sentences, but keeping it makes the structure clear for learners. Do not reverse the method and goal. Compared with 靠, 通过...来... is more explicit about the process or channel used to reach a goal.
