Using 据我所知 for a rumor only: 据我所知，大家都在传他辞职了。If it is only something people say, use 据说. Use 据我所知 for information within your own knowledge.
Using it with an absolute tone: 据我所知，这一定是唯一的答案。The phrase is cautious. Avoid 一定/唯一 unless you truly have strong evidence.
