不但不 A，反而 B means “not only does not A, but instead B.” It is used for strong contrast, often with criticism.

Read the sample sentence and notice how 不但不……反而…… works in the frame: 不但不 A，反而 B.
不但不...反而... is stronger than a simple contrast. The first part says the expected action or result did not happen, and the second part gives the opposite result. It often expresses disappointment, criticism, or surprise. Do not use it for positive addition; for that, use 不但...而且....
