不禁 means “cannot help but.” It is often used for emotions or reactions that naturally arise.

Read the sample sentence and notice how 不禁…… works in the frame: 不禁 A.
不禁 is usually followed by a reaction such as 笑, 哭, 想, 问, 感叹. It is close to 不由得, but 不禁 often highlights being unable to restrain the feeling or reaction. It does not mean “must”; for forced action, use 不得不.
