Notice how 问题不在于 / 而在于 works in: 问题不在于时间不够，而在于效率太低。
问题不在于……而在于…… means "the problem is not ... but ..." and follows the frame 问题不在于 A，而在于 B. Use it when you need to correct the focus by saying the real problem is B, not A.
