Chinese often uses very short complete utterances in real life: 下雨了, 请进, 谢谢, 小心. These are full sentences in context even though they do not show a clear subject-predicate pair.
At HSK 1, learn to recognize them as natural spoken chunks. Do not force an extra subject like 我 or 你 into every one of them. Their value is brevity and immediacy.
