When NOT to use 变化态 了: do not add 了 to describe a permanent or timeless state. You would not say 太阳是热的了 to describe the sun — it has always been hot, no change occurred.
Negation: use 还没 + verb to say something has not yet changed: 她还没来 (She hasn't come yet — the situation has not changed).
