和/跟 are conjunctions that connect two nouns or people ('and / with'). 还是 is used in choice questions to mean 'or'. Use 和/跟 to join things together; use 还是 when offering two options and asking someone to choose.

3. 还是 (conjunction 'or' in questions): used ONLY in choice questions — when you offer two options and ask someone to pick one. It cannot be used in statements. 你去还是不去?(Are you going or not?) 你喝咖啡还是喝茶?(Do you want coffee or tea?)
Key rule: 还是 is for questions only. In statements, 'or' is 或者 (advanced). Do not use 还是 in a statement like '我要咖啡还是茶'.
When NOT to use: - Do not use 和 to connect verbs or adjectives: 我喜欢唱歌和跳舞 (informal, acceptable) → More correct: 我喜欢唱歌,也喜欢跳舞. - Do not use 还是 outside of questions: 我想去北京还是上海。→ 我想去北京或者上海。

还是 is used ONLY in questions. If there is no question mark, the sentence has no meaning as a statement. Always use 还是 in a question.
In a statement, use 也 (also) to list alternatives, not 还是. 还是 can only appear in questions.
