Use 即使……也…… when the first clause is a possible, imagined, or extreme condition. The second clause uses 也 to show the result remains true. It differs from 尽管……还是……: 尽管 usually talks about a real fact, while 即使 can be hypothetical. Do not replace 也 with 都 in the basic pattern unless the context has “all/every” meaning.
