把 A 看成 B means “regard A as B.” A is the thing being interpreted, and B is the meaning or identity given to it.

Read the sample sentence and notice how 把……看成…… works in the frame: 把 A 看成 B.
把...看成... uses the 把 construction to show how someone understands or treats something. A must be a definite object, person, event, or idea, and B is the category, meaning, or result of that judgement. Do not confuse it with 看见, which means physically see. Compared with 认为A是B, 把A看成B emphasizes the speaker’s way of treating or interpreting A.
