不管……都…… is the conversational way to say “no matter..., still/all....” It shows the result stays the same under any condition.
Use 不管……都…… in everyday speech when different conditions do not change the result. The first part can be a question word, an A-not-A phrase, or two alternatives: 不管谁来, 不管下不下雨, 不管你去还是不去. The second part normally uses 都. Compared with 无论……都……, 不管 is more casual and common in conversation. Do not confuse it with 因为; it does not give a reason. Also do not use it when the result depends on one condition; use 如果……就…… instead.
